Developers Propose 25,000+ New Houses in Loudoun

We hope 2007 is off to a good start for you and your family. It is going to be another busy year in Loudoun County with over 25,000 new houses proposed by developers in eastern Loudoun:

We will keep you informed about public hearings on the larger proposals. We encourage you to speak up on all these proposals, as well as proposals for smaller developments around the county. Please contact us with questions on proposals of any size.

From a community center and stoplights in Ashburn to school renovations in Sterling to road improvements in Dulles South, we need to work together to find positive solutions for those us who live here now.

1. Gatherings at Cascades: 600 New Houses

Action: The Planning Commission will hold a public hearing on 600 new houses in Sterling on Monday, January 22, at 6:00 PM at the County Government Center.
Proposal: Gatherings at Cascades Rezoning Application
Community: Sterling (map)
New Houses: 600 (active adults/age restricted)
Developer: Potomac View LLC
Top Concerns:

1.

Flipping land zoned for commercial/keynote employment to residential use

2.

Inconsistent with the Route 28 Highway Improvement Transportation District (special tax district to improve Route 28)

3.

County staff report says it "fails to mitigate fiscal impacts, and the design fails to meet the standards of on-site amenities and environmental protection."

2. Ridgewater Park: 1,898 New Houses

Action: The Planning Commission will hold a public hearing on 1,898 new houses near Leesburg Monday, January 22, at 6:00 PM at the County Government Center. County staff recommends denial of these new houses.

Top Concerns:

1.

Impacts on the Goose Creek Reservoir (eastern Loudoun's drinking water)

2.

Traffic on Route 7, the Greenway, and local roads in Leesburg and Ashburn

3.

It would change part of the Transition Area to suburban densities and set a dangerous precedent

4.

Too close to the Leesburg Airport and Luckstone Quarry

5.

Loudoun taxpayers will pay over $50 million in capital costs plus operating costs

3. Crosstrail: 1,000 New Houses

Action: The Board of Supervisors is continuing to negotiate with the developer, and they will likely take a final vote in the coming months. We'll keep you posted.

Community: Leesburg
New Houses: 1,000
Developer: The Peterson Companies
Top Concerns:

1.

Too close to the Leesburg Airport. Building houses on this land hurts the future economic vitality of the Airport.

2.

Flips land zoned for commercial use to residential and retail use. The proposal would change this land from office space to 1,000 houses with regional retail, likely big box stores, and some office space.

3.

Proposed traffic offsets are woefully inadequate and spell gridlock for the southeast quadrant of Leesburg with a negative impact on all traffic in the Leesburg area.

4. One Loudoun: 1,000 New Houses

Action: Just this week on Tuesday, the Board of Supervisors voted 7-2 to approve this proposal. (Read details in the Loudoun Times Mirror and the Washington Post)

Community: Ashburn
New Houses: 1,000 plus commercial, office, and retail space
Developer: Miller and Smith, The Meridian Group
Changes made to the final proposal:

1.

Number of new houses reduced from 2,400 to 1,000.

2.

The developer changed the phasing of the development to ensure that the commercial space will be built at the same time as the new houses.

3.

The developer proffered the design and construction of an interchange at Route 7 and Ashburn Village Blvd.

5. Kincora: 1,900 New Houses

Action: We are monitoring this proposal for another town center, and we will let you know when it's time to take action. In the meantime, if you learn anything about this proposal, please let us know.
